Assistance to aged needy individuals
Sec. 1. [42 U.S.C. 301] For the purpose of enabling each State, as far as practicable under the conditions in such State, to furnish financial assistance to aged needy individuals, there is hereby authorized to be appropriated for each fiscal year a sum sufficient to carry out the purposes of this title. The sums made available under this section shall be used for making payments to States which have submitted, and had approved by the Secretary of Health, Education, and Welfare[4] (hereinafter referred to as the “Secretary”), State plans for old-age assistance. [4] This was deemed a reference to the Secretary of Health and Human Services under section 509 of the “Department of Education Organization Act” (P.L. 96-88, 93 Stat. 695), effective May 4, 1980.
According to Social Security Administration; You cannot receive a Social Security card from a local office because SSA do not print them onsite. SSA print Social Security cards in a secure location.
You can replace your Social Security card for free if it is lost or stolen. However, you may not need to get a replacement card. Knowing your Social Security number is what is important.
You need a Social Security number to get a job, collect Social Security benefits and receive some government services but you do not often need to show your Social Security card.
